4. OUTCOMES OF THE WORKSHOP

Participants made final presentation based upon all the information and experiences gained through the workshop.

To improve the evaluation standards and procedures of AEA for promoting energy efficient buildings, final reports and presentations on the following items were made.

 

(1) How to increase the number of entries to AEA.

(2) How to promote BEC/GBC in respective countries by making use of discussion, lecture, site visit, etc.

(3) How to develop ZEB concept in the Special Submission Category of AEA.

(4) Request for the AJEEP activity.

Brunei Darussalam

(1) How to increase the number of entries to AEA

To develop our own National Energy Efficiency Award.

To identify the potential buildings to participate in AEA Competition.

To disseminate the information to mass media (TV, Radio, Newspapers, social media like Instagram, Facebook, etc).

To provide briefing for report writing, advices and set at least one meeting or discussion before the final submission.

To give incentives/appreciation from the government to the winners of the competition and for those who are involved.

 

(2) How to promote BEC/GBC

To explore further the policy and implementation situation of BEC/GBC to promote energy efficient building from Japan and AMSs obtained from ECAP 14 to match our existing guidelines and future policy.

To introduce BEC/GBC/ZEB-related information and discuss with other stakeholders.

To work with upper management to establish Steering Committee with wide representation from related organizations/stakeholders.

To develop a strategic plan and set goals in conjunction with building’s primary mission and existing greening efforts, etc.

 

(3) How to develop ZEB concept in the Special Submission Category of AEA

Identify the criteria in ZEB’s assessment particularly in energy efficiency and renewable energy for an optimum marking scheme.

To state clearly the definition and evaluation methods of ZEBs.

Develop leaflets or simplified guidelines to ZEB for references.

For a start, set a promotion baseline for AEA, for example, ZEB get Ready 40%, ZEB Ready 50% , Nearly ZEB 75%, ZEB 100% or more.

 

(4) Request for the AJEEP activity

In AJEEP project Energy Manager TOT, Brunei wishes to send at least two officers for this purpose. As mentioned in the last Inception meeting held in Kuala Lumpur, Malaysia this project ends in 2020 and Brunei got allocation for one officerevery year. If possible, Brunei wishes to use both quotas in 2018-2019 and 2019-2020 to be given once in 2018-2019 session.

(1) How to increase the number of entries to AEA
– Dissemination (social media, ministry website, workshop) for AEA.

Indonesia

– To increase the participants and winners of national energy efficiency awards (PEEN).

To make building energy audit procedures and energy conservation for lighting systems, building envelopes and air conditioning system be adopted in governor regulation on green buildings.

Special Submission are projects which involve significant development in the field of energy efficiency in building. Such development may be achieved in the areas of equipment, material, system applications, design and management processes. Such development and innovation may be demonstrated through actual application in real projects. To qualify under Special Submission, a project must involve the development and/or innovative use of technology, materials, equipment and processes.

(1) How to increase the number of entries to AEA

Promotion:
ASEAN Energy Awards Advertisement published throughout the year in Website
More initiatives and platform in promoting ASEAN Energy Awards
Publish Winners’ names and buildings features/ summary in Ministry website.

National Energy Award:
To establish National Energy Award System
To provide cash prize or not a cash prize but sponsored efficient appliances (i.e. LED lighting, etc.).
To get involvement of Leader countries.

Recognition of ASEAN:
To recognize all countries’ entries as they deserve it since every entry full-filled the pre-requisites of competition (higher than average).
With conditions, those countries which participated in ASEAN BOJ for their support and enthusiasm

Myanmar

(1) How to increase the number of entries to AEA

National Energy Award System has to be established along with the encouragement and incentives program for them such as:
To establish the fund for recognition of the entries and the winners.
Publication for company’s reputation such as top ten announcement in newspaper or Ministry website.
To educate the businesses for energy saving benefits in terms of financial profit focus.
More Pilot Programs or projects to be implemented and more coordination, etc.

 

(2) How to promote BEC/GBC

Survey and establish standard for new and existing buildings to be BEC/GBC according to country situation (Safety, Affordability, Available Construction materials, Rules and Regulations, etc.).
Cooperation and coordination are really important between ministries and building associations especially for construction and energy efficiency.
To seek for international expertise who already has the best practices.
To raise public awareness and consultation, etc.

There needs clarification for score sheet about summary of ZEB definition.

Established baseline year of 2015 with which the current electricity consumption would be compared to determine the electricity saving. (ES = BY2015 (kWh) – CY(kWh))

– As-built installation plan should be included in the Report

 

(4) Request for the AJEEP activity

To conduct regional technical seminar-workshop on the development of energy consumption benchmarking / building energy intensity that geared towards policy formulation on the development of BEC.

Singapore

(1) How to increase the number of entries to AEA

To reduce the criteria for at least 20% total building energy saving for retrofitted air-conditioned building category to 15%.

Apart from using EEI, to include Energy Usage Index (EUI) for reference, etc.

For quality control, Focal Point to check and verify submission facts and figures.

 

(2) How to promote BEC/GBC

Annual BEX Exhibition and International Green Building Conference (IGBC) in Singapore in September.

To invite international experts in GBC and ZEB to share their experience.

For ECCJ to encourage Japanese companies to exhibit ZEB technologies at the BEX exhibition.

 

(3) How to develop ZEB concept in the Special Submission Category of AEA

Pre-Qualification Criteria

At least 50% energy saving from local code compliant building standard.

Preferable to be certified by any green building rating system at any rating level – e.g. Philippine Green Building Code, GBI, Green RE, Green Ship, Lotus, CREST, Green Mark, LEEDS, BREEAM, CASBEE, etc.

To install private power meters and sub-metering (total consumption, PV generated, air-conditioning, lighting, plug load, ventilation, lifts) for easy verification.

Thailand

(1) How to increase the number of entries to AEA

1. To communicate with targets.

– To show strength points of AEA.

– To ensure buyers, tenants, owners, etc. of the buildings in terms of value for EEB.

– To promote image in compliance with the law and how much the building is interested in the energy and environment.

 

2. To increase type of the prize e.g. for persons including exclusive persons and supporting persons, innovation/research, biofuel, cogeneration. Everyone can learn the success from their visible examples easier than learning from paper.

 

3. To increase the value of prize.

– shield, honor, roadshow, media(official & unofficial website, pubic documents, etc.), granted the right to use the logo copyright for the winner of that year

He agreed the Malaysia proposals and the categories number of AEA system.

– Making. use of the lecture and site visit given at ECAP 14 is important.

– ZEB does not exist In Vietnam nowadays. However, ZEB Ready can be applied to EEB.
