This report provides a summary and analysis of the presentations, discussions and recommendations made at the SEforALL Workshop held in February 2017 in Japan. The three-day workshop consists of Presentation of Country Reports, Lectures and Site Visit, Small Group Discussion, and Presentation of Action Plans, on theme of Building Energy Codes. Attendees from 8 ASEAN member states, namely Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore and Thailand, actively participated in the workshop to bring productive discussions and Actions Plans which are presented in the following chapters. The agenda of the workshop and the list of participants are shown in Annex-1 and -2 respectively.

Background
ECCJ serving as the SEforALL’s Energy Efficiency Facilitating Hub.
The SEforALL initiative led by the UN was established in 2012 to achieve the three objectives: (1) Energy Access, (2) Energy Efficiency and (3) Renewable Energy. In 2014, ECCJ submitted a Letter of Intent to the UN to serve as the SEforALL’s Energy Efficiency Facilitating Hub. In order to contribute to the initiative, ECCJ held Tokyo Forum in October 2015, with more than 20 cities participating from all over the world and 7 local cities in Japan. One of the 4 sessions in the forum was on “City-led Policies for Building Energy Efficiency” that provided the importance of the EE&C standards for buildings. It was requested from session participants from ASEAN member states that further opportunities to discuss and exchange ideas on this topic should be provided in the near future.
ECCJ having been engaged in an ASEAN-Japan cooperation in EE&C over 10 years.
In the meanwhile, ECCJ has contributed to EE&C in ASEAN countries through the multi-lateral cooperation framework since 2000 and one of successful programs is “ASEAN Japan Energy Efficiency Partnership (AJEEP) Program” started in 2012. A series of workshops (i.e. ECAPs) has been held in Japan, and EE&C of buildings has always been one of the most interested topics among ASEAN member states. The most recent workshop on the theme of EE&C of building was ECAP 9 (the 9th ECAP) held in November 2015. Government experts of ASEAN countries were invited to discuss the development and implementation of EE&C standards for buildings and green buildings, such as Building Energy Code (BEC), Green Evaluation Codes.
The new version of Japanese Building Energy Code about to be enforced.
In Japan the new version of Japanese Building Energy Code (JBEC) with respect to a design phase is going to be enforced in April 2017. The standards specified in JBEC for designing of EE&C building are unique, practical and data–based, which will impose on building owners compliance with the mandatory standard when they newly construct or retrofit buildings. This mandatory requirement by the law for EE&C of buildings was first time in Japan since JBEC was enforced in 1980. For the EE&C in operation of buildings, the energy intensity target (benchmarking) of each category of none-residential buildings such as of offices, hotels and stores has been under development and been announced one by one as the energy management standard in connection with JBEC.
Being aware of the commonness in subjects and objectives of the SEforALL and ECAP activities, ECCJ decided to conduct a follow-up workshop of the SEforALL Tokyo Forum, which was aligned with the continued theme of ECAP 9. Taking into consideration that the application of the new version of JBEC with respect to the designing phase will be enforced in April 2017, JBEC was adopted as the main theme of the workshop.
Objectives
Based on the above-mentioned background, ECCJ held the SEforALL workshop on February 14-16, 2017 in Tokyo by inviting experts from the governments of ASEAN countries. The workshop objectives were as follows:
(1) To learn history of JBEC, along with the characteristics of the latest codes with respect to the designing phase and operation phase of buildings;
(2) To learn various aspects of information on JBEC to be used for the establishment and refinement of BEC in the indivisual ASEAN countries; and
(3) To present the current status of each country through “Country Report” and to prepare “Action Plan” for the future by the end of the workshop.
Outline of the workshop
The workshop program was carefully designed and implemented in the following steps:
Presentation of Country Reports
On the first day, the participants presented Country Reports consisting of (a) the status of BEC in each country, (b) barriers to promoting it, (c) countermeasures against them, (d) ideas for future plans, .etc.
Lectures and Site Visit
The participants obtained a lot of information useful for establishing and executing BEC in the respective countries, through a keynote speech, Japanese speakers’ lectures, and a site visit to a building recognized for its fine energy management.
Small Group Discussion
Small group discussion helped the participants prepare their action plans corresponding to the situations of their countries, by providing free exchange of ideas among participants, special professionals and experts.
Presentation of Action Plans
At the end of the workshop, the participants made presentations on the action plans of promoting establishment and execution of BEC in the respective countries.
