CCJ held the FY2023 4th online meeting for energy conservation support with Malaysia

Under the entrustment of the Agency for Natural Resources and Energy (ANRE), the Energy Conservation Center, Japan (ECCJ) has been implementing a bilateral energy conservation cooperation project with Malaysia in FY2023. On February 20, 2024, ECCJ held the final online meeting of FY2023 to review details of the activities implemented in the current fiscal year, such as holding training program in Japan and dispatching experts to Malaysia, in addition to hearing requests for the activities to be conducted in the next fiscal year.
1. Participants:
(1) Malaysian side: Total of six persons including four representatives from the Ministry of Natural Resources, Environment and Climate Change (NRECC), one representative from the Energy Commission (EC) and one representative from the Sustainable Energy Development Authority (SEDA)
(2) Japanese side: Six persons from the ECCJ International Cooperation Division
(1) Status relating to the Malaysian Energy Efficiency and Conservation Act:
1) The bill passed the House of Representatives in October 2023, and sheduled to be submitted to the Senate in March this year. Following the review, it is expected to be enacted through legislation in July.
2) After it was enacted, the Act will be enforced following the grace period of one and a half years.
(2) Results of the activities implemented in the current fiscal year:
1) BECMY10 training program in Japan:
Warm gratitude was expressed by the NRECC representative Dr. Ida Syahrina Shukor for the training program including the simulated energy audit practice.
The training contents will be utilized in the development of training program including thermal energy and energy management training, etc.
Taking the practical training experience gained using the training equipment as a reference, it is planned to install practical training facilities at two universities in Malaysia. With the main aim to enable implementation of energy audits including heat-related items, it is planned to implement the training program for boilers, etc.
2) Pilot projects relating to the development of energy conservation models:
ECCJ once again shared the progress made since last July, and expressed its gratitude for the assistance received from cooperating companies and from NRECC.
Further, ECCJ reported that they proposed on-site the implemention of training program for persons related to cooperating companies.
NRECC declared that it would provide support if requests are received from cooperating companies.
(3) Requests for cooperation going forward: ECCJ heard the requests on the following two points.
1) ToT (Training of Trainers): Requests for implementations on energy audit analysis and benchmark systems for production processes and buildings
2) Pilot projects: Continuation of support for cooperating companies in implementation
