Implementation of the post workshop meeting of FY2018 energy conservation support project for ASEAN countries on Feb. 2019
Under the instruction and financial support of the Ministry of Economy, Trade and Industry (METI), the Energy Conservation Center, Japan (ECCJ) held the FY2018 AJEEP*post workshop meeting over the 2–day period between February 26 and 27, 2019 in Bogor, Indonesia,where discussions were held with the ASEAN member countriesregarding the results and issues of implementing this fiscal year’s projects.
(1) Scheme 2 (dispatch of experts to multiple countries) implemented the third year of the qualified energy manager trainer development program, and ASEAN trainer qualificationswere awarded to 11 participants from nine countries (the Philippines did not attend) and the ASEAN Centre for Energy (ACE).
(2) Scheme 3 (support for countries lagging behind in the preparation of legal systems) promoted the preparation of energy conservation-related legal systems, and thepreparation of S&L systems and energy management systems targeting Cambodia and Lao PDR.

A meeting to confirm the current fiscal year’s project results, clarify the issues, and share the countermeasures was held in Bogor, Indonesia. The ASEAN Energy Efficiency and Conservation Sub-sector Network (EE&C-SSN) representatives from the ASEAN member countries and from the ACE participated in the meeting, where this fiscal year’s projectimplementation results were summarized.
(1) Scheme 2 implemented the third year of the qualified energy manager trainer development program. ASEAN trainer qualifications were awarded to 11 participants from nine countries and from the ACE. Further, exchanges of opinion were held based on proposals made by the ACE including the ideal form for a sustainable ASEAN qualified energy manager training system following the completion of Scheme 2.
(2) Regarding Scheme 3, ECCJ confirmed both that Cambodia is aiming to receive approval for its national energy conservation policy and Lao PDR is aiming to gain approval for itsenergy conservation prime ministerial decree within FY2019. The progress situation in both countries was shared within ASEAN with regard to the finalization work of the draft S&L system regulations as an energy conservation-related legal system and the start of building a system for promoting energy management system preparation (as an academic, industrial, and government model project).
(3) Reporting was made regarding the invited training held in Japan. As the course of action going forward, lively exchanges of opinions were held on topics including the preparation of energy conservation guidelines in each ASEAN country and the formulation of business models together with the private sector.
