ECCJ held the online workshop of the FY2024 AJEEP Scheme 4 program for ASEAN

Under the entrustment of the Agency for Natural Resources and Energy (ANRE), the Energy Conservation Center, Japan (ECCJ) held the online workshop as the third part of the AJEEP Scheme 4 program in the FY2024 EE&C capacity building project for ASEAN countries on February 20, 2025. The workshop, which related to items including the Common Standard Module for ASEAN regional certified energy managers, targeted energy conservation policy and system-related representatives from the governments of the 10 ASEAN member states.

 

 

1. Background:  The AJEEP Scheme 4 program, which started from FY2022, has the purpose of creating and supporting the ASEAN Common Standard Module (CSM) and Advanced Module (AM) from a technical standpoint in order to develop the Sustainable ASEAN Energy Management Accreditation Scheme (SAEMAS) by ECCJ.
In FY2023, the content of CSM was determined, and teaching materials, a draft framework of AM, and draft guidelines for the Mutual Recognition Arrangement (MRA) were developed. In FY2024, efforts continued to finalize the CSM materials and the AM textbooks, with further details explained and discussed during the site visits to four countries in October and the ECAP35 training program in December.

2. Purpose: As the final Scheme 4 activity of this fiscal year, this workshop aims to evaluate the CSM materials based on assessments from each country and to finalize the content of CSM and its complementary modules by comparing each country’s energy manager training program with CSM and reporting whether complementary modules are needed. An overview of next year’s trial run of AM and CSM will also be introduced.

3. Workshop participant : A total of 31 ASEAN participants, including 25 from 7 ASEAN countries as SAEMAS WG members and those involved in the training program, 6 from ACE (ASEAN Centre for Energy) and14 from ECCJ were participated.

4. Workshop overview and results
(1) Update on energy manager training systems from seven ASEAN countries and report on the results of the comparison of home country systems with CSM: The comparison results were clarified in detail, and the cases in need of the review on the complementary modules were identified.
(2) Regarding CSM and AM, the comments and requests from each country at ECAP35 were addressed and acknowledged.
(3) Responses from AAT (ASEAN AJEEP Trainer) for the EMP application were received from 6 countries, with 24 applicants. The process will move forward to the evaluation and small test once the responses from the remaining 4 countries are received.
(4) Through detailed reports and active discussions, the finalization of the CSM and the necessity of complementary modules for certified energy managers in each country were clarified. This year’s AJEEP Scheme 4 activities were implemented as planned, achieving successful results. Based on these outcomes, a trial run is to be undertaken in the next fiscal year following the Post & Summary Meeting in March 2025.
