ECCJ held an interim meeting for carbon neutrality diagnosis as part of the FY2024 energy conservation support project for ASEAN countries

<Meeting>
Under the entrustment of the Agency for Natural Resources and Energy (ANRE), the Energy Conservation Center, Japan (ECCJ) held an interim meeting for carbon neutrality (CN) diagnosis on February 5, 2025 as part of the current fiscal year’s AJEEP (ASEAN-Japan Energy Efficiency Partnership) Scheme 5 activities. At the meeting, the results of the CN diagnoses were shared among the ASEAN countries.

(1) Report on CN diagnosis results of paper napkin manufacturing factory(Indonesia) and soft drink manufacturing factory (Lao PDR) in the industrial sector

(2) Report on CN diagnosis results of the Technohub building (Philippines) in the building sector

(3) Briefing on the CN project start-up meeting and future prospects

Opening remarks (ECCJ)

ASEAN participants

As part of this fiscal year’s AJEEP Scheme 5 program, ECCJ implemented CN diagnosis at actual factories and buildings last year in ASEAN for various paper napkin and other manufacturing factory in Indonesia and a soft drink manufacturing factory in Lao PDR in the industrial sector, and a Technohub building in the Philippines in the building sector. This meeting was held for the purpose of sharing the CN diagnosis results within ASEAN. A total of 35 people participated, including 21 from ASEAN, 1 from JETRO Jakarta, 5 from ACE, and 8 from ECCJ, mainly those who implemented the CN diagnosis. Indonesia, Lao PDR and Philippines presented the reports on CN diagnosis results and ECCJ provided the advice and critiques on the materials.

(1) Unicharm Indonesia reported the CN diagnosis results and proposed CN measures using solar power generation and 10 energy-saving measures, and setting the current CO2 reduction target at 35% below 2016 levels.

(2) Lao Coca-Cola reported the CN diagnosis results and proposed CN measures utilizing water source heat pumps and 12 energy saving measures, and formulated the draft med- to long-term plan.

(3) The CN diagnosis results of the ZEB audit conducted at the Technohub building in Philippines were reported, confirming a 36% energy reduction through the ZEB retrofit model.

(4) It was explained that the CN project will be launched with the approval of a supervisor after the final med- to long-term plan is formulated at the CN project start-up meeting to be held next August.

(5) CN diagnosis was implemented in two factories and one building this year, and many recommended companies were nominated. Based on this year’s results, CN diagnosis will be expanded to develop human resources capable of implementing CN diagnosis in ASEAN and to benefit Japanese companies through the formation of CN projects.
