ECCJ held the meeting for FY2024 AJEEP Scheme 4 Country-Visit

Under the entrustment of the Agency for Natural Resources and Energy (ANRE), the Energy Conservation Center, Japan (ECCJ) held the discussions on issues of EE&C legislation development, such as the energy managers certification system in Cambodia (Oct. 8 2024) and Lao PDR (Oct.10 2024) with the cooperation of the ASEAN Centre for Energy (ACE).
The main purpose of this meeting are as follows.

(1) Review of Scheme 3 implementation and subsequent progress in institutional development
(2) Explanation of the SAEMAS CSM/AM by Scheme 4 and the use of CSM for national system development in both countries
(3) Purpose of CN diagnosis in the building sector proceeded by Scheme 5 and selection of diagnosis candidates in both countries

For 10 years, from 2012 to 2021, ECCJ, together with ACE, Thailand, Malaysia, and other ASEAN supporting countries, has been providing support for EE&C  legislation development to Cambodia and Lao PDR, which were delayed in its legislation within ASEAN, as part of AJEEP Scheme 3 activities. In this visit, the plan and progress of the energy manager training certification system under Cambodia’s National Energy Efficiency Policy (NEEP 2022–2030) and Lao PDR’s Prime Minister’s Decree (Decree on EE&C 2020) were reviewed and discussed on the remaining issues and solutio
ns. In particular, it was discussed how SAEMAS CSM, currently being implemented under Scheme 4, can be utilized to accelerate the development of these systems in both countries.
In Cambodia, 24 people from MME (Ministry of Mines and Energy), ITC(Institute of Technology, Cambodia), EDC(Electricité du Cambodge), and other related departments participated the meeting. In Lao PDR, 16 people from MEM (Ministry of Energy and Mines), NUOL (National University of Laos), EDL (Electricite du Laos), etc. participated the meeting.

Through active discussions in both countries, the following future directions were identified.
(1) To contribute to human resource capacity building and system establishment for the energy manager training certification system in Cambodia and Lao PDR, in alignment with APAEC (the ASEAN Plan of Action for Energy Cooperation), which explicitly emphasizes strengthening energy management capacity across the ASEAN region.
(2) To accelerate system establishment, CSM currently being developed under Scheme 4 are considered to be utilized in energy manager training materials.
(3) To begin selecting candidates for future CN diagnosis based on the understanding that it is also important to grasp the actual conditions on the energy demand side in order to develop concrete measures for achieving decarbonization targets in the building sector.
