FY2024 1st online meeting for energy conservation support in Malaysia

The Energy Conservation Center, Japan (ECCJ) has been implementing a bilateral energy efficiency and conservation cooperation project with Malaysia in FY2024 under the entrustment of the Agency for Natural Resources and Energy (ANRE). ECCJ held an online meeting with Malaysian energy government agencies on May 30 to discuss plans for dispatching experts and training programs this fiscal year.

2. Meeting summary:
In Malaysia, the energy efficiency conservation act is expected to be passed this fiscal year, which includes the heat energy sector in addition to the conventional electrical energy sector.
The following items were discussed regarding the activity plan for the bilateral energy efficiency and conservation cooperation project, which aims to support the smooth implementation of the act.
（1） Status on the energy conservation acts and regulations in Malaysia:
Legislation is expected to be enacted in June 2024. The act is scheduled to be enforced in June 2025 after a grace period.
（2） Activity plans for the current year:
Continuing from last year, pilot projects on training programs and energy efficiency and conservation model development will be implemented.
（3） Training programs:
ECCJ presented a draft of the training program in advance, and the Malaysian side actively exchanged opinions by providing their thoughts on the draft.
・It was confirmed that the training program on energy management will be implemented in September or October.
・ECCJ requested to discuss specifically the “utilization of the periodical reports” in more depth.
・The Malaysian side, which is preparing to enforce energy conservation acts, requested to have discussions on the challenges and planning for energy management implementation on the last day of the training program in response to the ECCJ proposal.
