ECCJ implemented the first dispatch of experts in AJEEP Scheme 4

<Dispatch of experts>
Under the instruction and financial support of the Agency for Natural Resources and Energy (ANRE), the Energy Conservation Center, Japan (ECCJ) has been implementing the AJEEP Scheme 4 multilateral energy conservation cooperation project with ASEAN countries which also continued in FY2023. In the current fiscal year, in order to hold detailed discussions, etc. regarding the SAEMAS Common Standard Module (CSM), it was planned to make three visits to five ASEAN countries which are advancing their certified energy manager systems. In the first visit, experts were dispatched to Indonesia and Vietnam during the five-day period from October 2 to October 6.

1. Schedule: Monday, October 2 to Friday, October 6, 2023. October 3: Indonesia visit, October 5: Vietnam visit

2. Dispatched persons and interviewees:
(1) Three experts from the ECCJ International Cooperation Division
(2) Indonesia side: Eight persons from the Directorate General of New, Renewable Energy and Energy Conservation of the Ministry of Energy and Mineral Resources (MEMR)
(3) Vietnam side: Two persons from the Energy Efficiency and Sustainable Development Department of the Ministry of Industry and Trade (MOIT)
(4) Accompanying party: Two persons from the ASEAN Centre for Energy (ACE) in Indonesia and two persons in Vietnam

3. Outline of visit:
(1) Objectives: In order to establish the contents of the SAEMAS CSM in AJEEP Scheme 4, visits are made to five countries which are advancing their certified energy manager systems. In addition, the details of the relevant training in each country are confirmed, together with confirming the differences from the CSM, and discussions are held regarding the supplementary plans, etc. required for acquiring CSM certifications.
(2) Results: As shown in the separate result summaries below, the objectives described above were achieved.
1) Indonesia: While confirming the relevant training institutes, the concerned training courses and programs, the numbers of certified energy managers and examination methods, and hearing explanations of details about the review of designated business operators and thresholds, the CSM was compared with the Indonesian training module to show the differences, and understanding was obtained regarding insufficient items. Regarding the MRA, a request was received that the Ministry of Manpower should also be added with MEMR as a related institution.
2) Vietnam: The relevant training institutes, training programs, the numbers of certified energy managers, examination methods, and presence of mini-plants, together with the current situation of the persons who completed the AJEEP Scheme 2 Training of Trainers (TOT), number of Scheme 4 candidate trainers and the differences from the module were confirmed. For the discussions concerning MRA, a request was received that the Ministry of Labour, Invalids and Social Affairs and the Ministry of Education and Training should also be added with MOIT.
